Complete a manual handoff

Reports that the human completed the payer interaction. This records an operator claim and moves the authorization back to `processing` while Collate reconciles evidence. It does not directly set `waiting_on_payer` or `completed`. ## Returns Returns handoff closure and reconciliation state.
